I've included a ranking with country of origin and wage scale to give further guidance in this time of increasing globalization of "Hollywood".

For what it's worth here's my take on "runaway production" 

I am not for protectionism in any way. The American Entertainment Industry has an enviable record for being a leader in our foreign exchange with other countries.  So I wouldn't propose placing any tariffs or restrictions on movies etc  imported from other countries.  

But I would put US "economic runaway productions" that are often set in US locales, made with US money, by US above the line personnel and US cast and made for a primarily US audience in a separate category and impose hefty import fees/taxes on them when they are shown in the US in order to level the playing field for those producers and production companies who support and encourage domestic production.
